To access those areas you have to use outdoor stairs. The layout is closer to a motel with separate entrance to rooms. As for a winter destination it...

"Rooms were very spacious, clean, hostess wonderfully helpful and kind. Neighborhood a bit run down, but hotel and parking across the street safe. No restaurant nearby, but Penny grocery store close."
